Eclipse Group Linited was established in 2000 by Cath Heppelthwaite. Cath is the principal planner with 19 years experience in the planning field. She holds a degree in Resource Studies and is a Full Member of the New Zealand Planning Institute, Resource Management Law Association and New Zealand Acoustic Society.
Cath has worked for Auckland (City) Council and a privately owned construction company prior to starting Eclipse Group.
Cath’s clients cover the spectrum of sizes and a wide range of activities: from individual home owners and multi-unit residential development to large infrastructure providers and local and central government bodies.
Cath’s goal is to provide clients with advice and professional support that is responsive to their needs in terms of time and practical solutions.

Expert Witness at Environment Court, High Court & Arbitration
The former Auckland Railway Station (now Grand Central Apartments) is one of many properties in the Quay Park area which is located on leasehold land and subject to periodic ground rental reviews. Rental reviews often require specialist planning advice to assist in establishing development potential of the underlying freehold land. Eclipse Group provided detailed planning advice around the potential development of this site to assist with the rental review process.

Early construction stages for a motel complex in Hamilton. Eclipse Group provided consenting advice for the (limited notified) consent. The motel is now completed and the complex is operating successfully.

Infrastructure is provided across Auckland by a number of network utility operators. Eclipse Group provides planning support for a variety of infrastructure needs including small and large scale projects, global consents and maintenance works.
